this an emergency. winter blend gasoline is normally not sold until november 1s. part of the problem is the state's effort to protect the environment. they require special similar and winter gasoline blend. the fire shut down part of the chef ron. >> once the winter blends come in we'll see wholesale prices drop and it takes a week for retail. >> reporter: selling winter blend early shouldn't hurt >> air quality effect should be minimal. >> reporter: energy officials say without the emergency steps price hikes like
